From 1 January 2015 to 13 October 2015, the Consumers Association of Singapore (“CASE”) received 14 complaints1 against D’Concept Design Private Limited (“D’Concept Design”), a renovation contractor.

These complaints relate to the failure of D’Concept Design to honour the terms of their contract with consumers.

Based on consumers’ complaints, there have been multiple delays in renovation works despite payment being made to D’Concept Design. In some cases, consumers allege that full or close to full payment have been made to D’Concept Design. According to consumers, the officers of D’Concept Design are no longer contactable.

The registered office of D’Concept Design is 2 Soon Wing Road #08-08 Soon Wing Industrial Building, Singapore 347893. A HDB website search on 5 Oct 2015 found that D’Concept Design is not registered with HDB as a renovation contractor. We have written to HDB on the matter as this company had been engaged to carry out work on Housing Development Board (HDB) properties. Consumers should also note that the paid-up capital for D’Concept Design is $2 and are encouraged to exercise prudence when dealing with a lowly capitalised company.

Consumers are advised to check HDB’s list of registered renovation contractors and engage only those which are on the list to carry out work on HDB properties. Consumers are also encouraged to exercise caution and refrain from making full payment for services and goods that are scheduled to be performed / delivered at a later date.

The Consumers Association of Singapore (“CASE”) would like to alert consumers to complaints received against renovation contractor 99 Reno Pte Ltd (“99 Reno”). From 1 July 2020 to 30 June 2021, CASE received 30 consumer complaints against 99 Reno. The majority of complaints pertain to consumers who made prepayments for their projects but experienced repeated delays in renovation works or a delay in the commencement of works. CASE had attempted to resolve the complaints with 99 Reno, but was unsuccessful. The company also did not respond to a warning letter issued by CASE.
From 17 Mar to 23 May 2018, CASE received ten complaints on the closure of Reka Bina Pte Ltd / RB Services Pte Ltd.
